What is being priced is education and training services. NAICS 611430, PSC U008 — instructor time, exercise design and facilitation. No software license, no installed system, no government data ingested, and no authority to operate required.
What one class costs
The after-action package is included in every delivery price, never a separate line: cohort findings, an individual assessment per participant, the failure modes observed, and editable debrief slides.
An AI advisor sits in the exercise and its use is assessed. Two behaviors are recorded separately: cognitive offloading, handing the thinking over, and cognitive surrender, taking the answer without weighing it. Participants also study the decision-making models before they take a seat — the crisis tests them.
Delivered in person, entirely unclassified. There is no online version. Both are part of the method. What is assessed is how a group reasons together under pressure, which is visible in a room and not on a video call. An unclassified room gives everyone the same facts, so deference has to be justified on reasoning — which also lets coalition, interagency and civilian participants sit alongside uniformed staff.
Every figure on this card is the price of one class. Nothing is billed per participant and nothing is billed by the hour, so a class of eight and a class of fifteen cost the same. The larger totals further down this page are several classes bought together.

Senior-leader classes are smaller by design, and the band still applies. A course for a command group or the primary staff often seats eight to fifteen leaders. The preparation, the adversary cell, the scenario and the travel are the same as for a class of twenty-five; what shrinks is the number of individual assessments. That is why the smallest band is a floor and why a leader class is priced from the same card as any other: count everyone seated, including staff a leader brings into the room, and read the band. Nothing on this card is priced by rank.
The half day is built for up to 35 participants and is not offered above that. A class above 35 runs as two deliveries, each priced from the card. The three-day program is not offered above 35 — the third day exists to produce an individual assessment for every participant, and that is not deliverable at fifty. Every price on this card sits below the $350,000 simplified acquisition threshold, so each can be bought under simplified acquisition procedures. The dearest class on this card is $92,000. Executive education courses, seminars and custom engagements are not priced here — they are quoted on the design agreed with you, and can be more.
Facilitated delivery
Each price is one delivery, whatever the band size. It includes scenario materials, facilitation, live adjudication, the after-action package with an individual assessment for every participant, and cohort access until that package is delivered. Nothing is billed hourly or per participant.

Adapting an existing crisis to your region, seats and authorities is included in every delivery price — tailoring is the method. The $35,000 line is a crisis written from nothing, paid once however many times the program runs.
It buys an asset. The scenario content written for you is licensed perpetually, irrevocably and royalty-free for Government purposes — yours to keep, reuse and adapt whether or not you engage us again.
Executive education courses, special-topic seminars, custom engagements, advisory and analysis work, and speaking engagements are priced on the design agreed with the customer and quoted separately. They do not appear on this card.
The two all‑inclusive half days are distinct items, with no first-engagement reduction. The micro-purchase threshold tests the aggregate amount of the acquisition, not a line item, so $15,000 plus a separate travel line exceeds it. With travel inside the fixed price and no add‑ons, each all‑inclusive item sits within the $15,000 threshold.
These are the purchase-card route. Each is the catalog half day delivered as published; the date, time and room are set with the customer, and the content is not changed for the unit. The continental United States item is offered only on dates the firm releases for it, a limited number each fiscal year, and any customer may book a released date on the same terms. When no released date fits, or with any add‑on, the standard half day applies and the purchase is made by purchase order. The continental United States item was added on 30 September 2026.
Academic institutions are not priced from this card. Universities, war colleges and research institutes buy a different thing — an established crisis, a student cohort rather than a body of principals, no bespoke authoring, no installation access, and no assessment package addressed to a contracting officer’s representative. They are not engagements of Red Teaming Associates, are not sales of the services on this card, and are not priced by this card.

The third example is the shape that produces a six-figure total, and the reason is visible: two deliveries and a bespoke crisis. The same program bought once, using a crisis already in the library, is $60,000. Buying more classes costs more; the classes themselves do not get more expensive.
Terms
- First-engagement priceA first-time institutional customer is priced at 10 percent below the published price, once and documented, on every line above except the two all‑inclusive half days, which carry no discount because they are already priced at or under the purchase-card ceiling. The reduction is a one-time, non-recurring commercial discount available once to a first-time institutional customer. It is taken once; the customer and the firm may agree to apply it to a later delivery of the same program rather than the first. It is not the price at which sales are ordinarily made.
- TravelOn every line except the two all‑inclusive half days, travel to the customer’s location is billed at cost under the Federal Travel Regulation using GSA per diem and mileage rates for the destination, against a not-to-exceed amount agreed in advance. The all‑inclusive half days carry no travel line at all: travel is inside the fixed price and nothing is billed separately. Where the customer cannot furnish rooms, projection or Wi-Fi, we arrange them at cost against a not-to-exceed ceiling agreed in advance, on the same terms as travel.
- What is not soldNo software is delivered, no license is granted, and nothing is installed on customer systems. Participant access is included in the delivery price and is not sold separately or per seat.
- Class sizePrice moves in bands. The smallest band is a floor: a class of five and a class of fifteen are the same day, the same preparation, and the same travel. Count everyone seated, including staff a leader brings into the room.
- Standard delivery and designed seminarsEach price on this card buys the standard delivery: one facilitator, an existing crisis adapted to the customer, the exercise record and the after-action package. A customer who asks for more than the standard delivery buys a designed seminar. Examples: a second facilitator or a live adversary cell inside a half day, vignettes or injects written for the unit from its own material, added instruments or assessments, a senior-leader session with its own content, or several of these together. Designed seminars are priced on the design agreed with the customer and quoted separately, with the card price for the nearest standard delivery as the floor and each addition itemized on the quotation. The category is stated on the quotation so the contracting officer can see which it is.
- RouteFacilitated deliveries are tailored training: they go to the contracting office at any dollar value, and the purchase card is not a procurement route for them. The exceptions are the two all‑inclusive half days, each the catalog half day delivered as published without unit-specific content; that keeps them inside the purchase-card route. Applicability of Service Contract Labor Standards is the contracting officer’s determination; prices are firm fixed either way.
- Rights in what is deliveredScenario content and instructional materials remain the contractor’s commercial technical data, licensed for Government use. The after-action package, the individual assessments and any participant-drafted product are delivered without restriction.
- Currency of this cardPrices are held for the effective period shown above. The annual rate adjustment is indexed to the Employment Cost Index for professional and business services; the next period’s card is published by 1 July. A quotation issued during that period is firm for 30 days from its date. A new card is published before the start of each fiscal year; an option line priced at award holds the rate in effect on that date.
Buying it
Red Teaming Associates is an SBA-certified service-disabled veteran-owned small business, so a sole-source award is available to a contracting officer without competition, subject to that authority’s conditions. Most programs on this card also fall inside simplified acquisition procedures.
Later deliveries can be written as separately priced option line items the contracting officer exercises by written notice, at the card rate in effect at award; the whole action, options included, is what the thresholds test. The program builder turns a short conversation about who is in the room into a requirements record, a draft work statement, a quotation, and the facts a contracting officer needs. Nothing there commits either side to anything.
